What is SCELC's Shared Print Program?

SCELC’s Shared Print Program (SPP) is a collaborative initiative whose goals are to promote broad availability and long-term sustainability of print monographs as a shared collection among participating institutions through distributed retention, preservation, and resource-sharing of title-level commitments. To achieve these goals, SCELC has established a permanent committee and planning structure, and it works with other members of the Partnership for Shared Book Collections to foster collaboration on print monographs, as it has on journals through WEST since 2010.

 

The SCELC model for libraries reflects retention allocations based on group collection analysis followed by participants’ voluntary commitments. Each library’s retention commitments remain housed in the library’s own facility, whether on open shelves or in storage. Retention commitments across participating institutions are governed by a formal memorandum of understanding (MOU) assuring participants continued access to all retained titles in the collective collection. This assurance allows a library more flexibility in deciding whether to retain the same titles in its own collections. Libraries that are SCELC SPP participants are required to retain, loan, and replace items that are designated for retention at their library. Thus far, the SCELC partners have retained approximately 2.9 million titles out of the total 15.8 million titles held by the group, or 18% of the total titles held.

Retention Model: Goal 20-25% of collection

The retention model (formula for determining print titles to consider for long-term commitment) currently includes:

  • One copy of each circulating title published before 2005 that is held by more than one participant library
  • All uniquely held circulating titles published before 2005 and held by fewer than five libraries in California
  • Two copies of titles with more than 40 circulations within the group of participants
  • Voluntary commitments of circulating titles as desired by participating libraries to serve other institutional goals (e.g. participation in other shared print projects)
  • Retention for 15 years (currently through July 31, 2032)
  • Disclosure of a library’s retention commitments in its local catalog (583 MARC field) and through registration in OCLC WorldCat

All changes to the model will be governed by the SCELC Shared Print Committee and the Memorandum of Understanding (MOU) .

Shared Print Program for Monographs: a history

SCELC embarked in 2013 on planning a collaborative shared print program for monographs. A strategic plan adopted in 2012 called for SCELC “to make concerted efforts to develop shared print programs that provide for preservation of a reasonable number of copies within defined networks, as well as mechanisms for identifying unique copies, prevalent copies, and processes to share books among member libraries.” This goal was reiterated and revised as Goal 2 of the strategic plan adopted for 2015-2018: “Promote broad availability and long-term sustainability of library collections.”

 In the fall of 2016, SCELC recruited 14 members who agreed to participate in a collection analysis of their general collection circulating monographs with OCLC’s Sustainable Collections Service (SCS) and established a Shared Print Committee (SPC)  to lead and guide a shared print program in conjunction with the SCELC staff and Board. In 2018, SCELC recruited a second cohort of 12 participants to the project, for a total of 26 libraries.

In 2019, SCELC's Shared Print Program was extended to CSU affiliate libraries, and an initial 6 CSU's have made retention commitments, resulting in 32 participating libraries. 

As of 2020, two additional SCELC member libraries are in the process of establishing retention commitments, for a total of 34 SCELC Shared Print libraries.

As of 2021, two additional SCELC member libraries joined, three additional CSUs joined, and the first Orbis Cascade regional library joined, for a cumulative total of 40 participating SCELC Shared Print libraries. 

In 2022, one additional SCELC member library joined, two additional CSUs joined, the first two Atla affiliate libraries joined, four member Minority-Serving / institutions with highly diverse enrollments joined, and the first Arizona institution joined, for a total of 50 participating SCELC Shared Print libraries. 

In 2023, one SCELC member participant ceased operations, and one Atla affiliate library joined, with participation holding steady at 50 participating libraries.

In 2024, four SCELC member libaries were awarded and three decided to participate in an IMLS-funded MSI/HSI Cohort for a total of 53 participants.

 

Future

SCELC hopes that this shared collection will grow among its members and will become a building block in the emerging national collaboration to preserve and give access to a comprehensive body of printed material. SCELC is a member of the Partnership for Shared Book Collections (PSBC), a federation supporting cost-effective retention of and access to print book collections with the goal of ensuring the long-term preservation, accessibility and integrity of these scholarly print resources, and is active in CRL’s Print Archive Network (PAN) Forum
